Ihinain ni Padilla nitong Lunes ang Resolution of Both Houses No. 11, na aamyenda sa Sec. 17 (Human Rights) ng Art. XIII (Social Justice and Human Rights) upang lumikha ng “independent office” na CHR.<\/p>\n
